1. Communications Commission of Kenya Issues Quality Standards to GSM Operators As entitled by the Kenya Communications Act of 1998, the Communications Commission of Kenya (CCK) has given notice of the minimum Quality of Service (QoS) standards and thresholds for GSM Operators in Kenya. The CCK is the independent regulatory authority for the communications industry in Kenya. Its role is to license and regulate telecommunications, radio communications and postal/courier services in Kenya. The QoS are as follows;

2. The Energy Regulatory Commission Invites Public to Comment on Laws and Rules on Liquefied Petroleum Gas (LPG)
The Energy Regulatory Commission is inviting members of the public to submit comments on proposed regulations on liquefied petroleum gas within forty days from 28 November 2008. The new regulations define quality control standards, inspection measures, transportation measures as well as storage measures of LPG. The comments may be hand-delivered, posted, or emailed to the Energy Regulatory Commission. 3. Water Rate Adjustment for Coast Province The water services Regulatory Board has approved an extraordinary tariff increase for water and sewerage tariffs for implementation by the Mombasa Water & Sewerage Services Company Ltd, Malindi Water & Sewerage Company Ltd, Kilifi & Mariakani Water & Sewerage Company Ltd, Kwale Water & Sewerage Company Ltd, Tsavo Water & Sewerage Company Ltd, Lamu Water & Sewerage Company Ltd and Tana River District Water service. Domestic consumers who use less than 50 cubic meters of water will now be paying KES1,000. For consumption between 50 to 100 cubic meters, they will be paying KES2,000, and thereafter KES500 for every 50 cubic meter. Bars, restraints and lodgings spending more than 15 cubic meters will pay KES5,000 at an increased rate of KES500 per 10 cubic meter. Hotels class “A” and “B” who use less than 150 cubic meters will pay KES15,000 and Hotels Class “C” and “D” using more than 150 cubic meters will pay KES15,000. Minor construction sites (temporary connections) will pay KES10,000 for less than 200 cubic meters and large constructions sites will pay KES50,000 for more than 200 cubic meters. Light industries using less than 200 cubic meters will pay KES10,000 while medium industries using 200- 300 cubic meters will pay KES15,000. Heavy industries using more than 300 cubic meters will pay KES20,000. 4. High Court on Christmas Vacation The Christmas vacation for the High Court of Kenya, other than in Coast Province, shall commence on 21 December 2008 and end on 13 January 2009, both days inclusive. The Christmas vacation of the High Court in Coast Province shall commence on 21 December 2008 and end on 4 February 2009, both days inclusive. During this period, trials in criminal appeals will take place as usual. A judge will hear urgent civil matters if admitted to hearing an application under certificates of urgency. During the vacation, the office of the High Court will be open from 8.45am to 12 noon on all weekdays other than public holidays. The offices of the High Court at Mombasa and Malindi will be open to the public from 8.00am to 12.30pm on all weekdays other than public holidays. All courts and offices of the chief magistrate, senior principal magistrate, principle magistrate, senior resident magistrate, resident magistrate and district magistrate will be open during usual hours for each province.
