			<description>I just recently bumped into this topic and i must say that you are very spot on on some of the predictions and analyses. Being a Kenyan, and having lived in one of the cities that this project is to emulate (Putrajaya, Malaysia), i know for sure that it is no easy task. If you walk around putrajaya, you'll get to see that it is most certainly full of government buildings. This means that the government holds the responsibility of both planning for, building and maintaining the city in its entirety. The entire administrative functions of the government are held in this city. On the other hand, about 5-8 kilometres from Putrajaya is Cyberjaya, where i have also had the priviledge to live. This city is quite differnt in layout compared to Putrajaya. All the buildings in Cyberjaya are built by multinational companies(Dell, Ericson and the lot) with minimum restrictions by the government. The role of the goevernment in that city is to provide the roads, water, electrricity and security. However, water and elecricity are provided via parastatals. 

Anyway, to compress my views, if this project is to be successful, the government should not seek to build the city from the ground up but should instead seek willing ICT investors who are ready to put down a stake for land allocations in this establishment. Once this is settled, the government should build the roads and the ICT infrastructure and the rest should be left to the ICT companies to complete their office blocks as per specification. This reduces the risk posed to the government in case the investment goes bust since this shall be cushioned by the developers. - JOhn</description>
